(a) Street pavement may be constructed of reinforced Portland cement concrete or with asphalt surfacing on a compacted base composed of compacted crushed aggregate. Concrete pavement shall be a minimum of seven inches in thickness, reinforced and laid upon an insulation course of a minimum of three inches in thickness over the sub-base of the pavement and as further specified herein.
(b) Asphalt-surfaced pavement shall consist of a minimum of three inches of compacted crushed aggregate laid upon a prepared compacted subgrade and surfaced with a minimum of six inches of bituminous aggregate base (ODOT 301), two inches of asphalt intermediate course (ODOT 402), and one inch of asphalt surface (ODOT 404). The three-inch base course shall be surface-treated with a bituminous prime coat applied at the rate of 0.35 gallons per square yard prior to construction of the asphalt base course.
(c) The two feet of shoulder adjacent to the pavement shall be constructed of compacted crushed aggregate, six inches thick, with a wearing surface of bituminous material applied at the rate of 0.40 gallons per square yard and cover aggregate applied at the rate of 0.01 cubic yards per square yard.
