This chapter provides standards for the construction of streets by allotters or owners of land within the Village, and no street dedicated to public use by the allotters and owners of land within the Village shall be accepted by Council for care and control by the Village unless such standards are complied with, as determined by the plans therefor and the inspection of such construction during its progress as hereinafter provided.
