(a) No peddler or solicitor shall peddle or solicit within the Village, unless he or she is the holder of a valid license issued pursuant to this Chapter.
(b) No canvasser shall obtain or seek to obtain or influence the opinions of the residents of the Village until he or she is registered pursuant to this Chapter.
(c) Notwithstanding anything else contained in this section, no license or registration shall be required for the following:
(1) Credentialed members of the media.
(2) Representatives of any charitable organization including religious organizations which are tax-exempt pursuant to USC 28 USC § 501.
(3) Candidates for public office and representatives advocating in support of public political issues.
