No person shall remove any casing or piping of an abandoned or unmapped well until such well has been reported to the Inspector of Buildings and to the Division of Mines, State of Ohio. No construction of any kind shall be performed over or near an abandoned or unmapped well until such time as the well has been inspected and the recommendations of the Inspector and the Division of Mines, State of Ohio have been complied with.
