Council shall have the right to recommend the rejection of any application for a permit where, by reason of the public health, safety and general welfare, the drilling of an oil or gas well will constitute a serious disadvantage to the Village and its inhabitants. When a permit is refused, the deposit of cash required to be made with the application shall be returned to the applicant.
