648.12   NOISE FROM CONSTRUCTION AND DOMESTIC TOOLS AND EQUIPMENT.
   (a)   Construction Tools and Equipment. No person shall operate or permit the operation of any tools or equipment used in construction, drilling or demolition work before the hour of 8:00 a.m. or after the hour of 9:00 p.m. of any day, except for emergency work of public service utilities or under authority of a special permit issued by the Village.
   (b)   Homeowners' Outdoor Equipment.
      (1)   No person shall operate engine or motor-powered lawn or maintenance tools intended for use in residential areas, typically capable of being used by homeowners (such as power mowers, garden tools, riding tractors, power saws and edgers), which create a noise that is of such character, intensity and/or duration as to disturb the peace, quiet and good order across a residential real property boundary, except between the hours of 8:00 a.m. and 9:00 p.m. of any day.
      (2)   Homeowners' outdoor equipment must have mufflers, where applicable, in good working condition.
      (3)   Snow blowers and snow plows are exempted from the time requirements of this subsection when removing snow and ice.
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
