Notwithstanding Section 618.12, special permits may be issued by the Chief of Police with the approval of the Mayor for culling excessive deer on private or public property by means of "clover traps" provided that the trapping and removal of the deer is done or supervised by the Village Animal Control Warden and provided further that the State of Ohio, Division of Wildlife, issues the appropriate permits and all State of Ohio and local regulations are complied with.
