452.13   OBSTRUCTING EMERGENCY EXITS; RESPONSIBILITY OF PROPERTY OWNERS.
   (a)   No person shall stand or park any vehicle, except while actually loading or unloading, in or upon that portion of any street, highway or public place, contiguous to and opposite any passageway, fire escape, emergency exit or main entrance of any theater, auditorium, church or any other place of public assemblage.
   (b)   No person, being in charge of any theater, auditorium, church or other place of public assemblage, shall fail or neglect to designate the area in which parking is prohibited by division (a) of this section, by placing signs or stanchions approved by the Police Department.
