412.09 OBSTRUCTING PUBLIC GROUNDS, HIGHWAYS, STREETS OR ALLEYS.

(a) No person shall obstruct or encumber by fences, buildings, structures or otherwise, a public ground, highway, street or alley of a municipal corporation.

(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
