Any police officer of the Village may arrest and detain a person found violating any provision of this Traffic Code until a warrant can be obtained. The person arrested shall be informed of the cause of arrest. The police officer shall, without necessary delay, take the person arrested before the Mayor, and shall file or cause to be filed an affidavit describing the offense for which the person was arrested. Upon the filing of the affidavit, the Mayor shall forthwith issue a warrant to the police officer making the arrest, and all further proceedings shall be pursuant to such affidavit and warrant.
