Commencing April 1, 2008 and in January of each year thereafter, beginning in 2009, the Fiscal Officer shall estimate the cost of paying all the claims in an amount of four thousand dollars ($4,000) or less to be allowed by the Sundry Claims Board during the next succeeding year. He shall submit the estimate to the Chairman of the Council Finance Committee to allow Council to appropriate funds for the payment of claims in an amount of four thousand dollars ($4,000) or less which may be allowed by the Board during the next succeeding year.
