(a) An Animal Control Service shall be hired and be appointed by the Mayor subject to the confirmation of Council. The duties of the Animal Control Service shall be those as prescribed by the Mayor and the Chief of Police. The appointment shall be on a contractual basis. The cost of the Animal Control Service shall be negotiated from time to time and included in the Police budget.
(b) Alternatively, the Chief of Police is authorized to assign animal control service duties to any auxiliary, part-time or full-time police officer that has the requisite training, qualifications, and/or certification to perform in that capacity, and the police officer or officers so assigned shall be compensated for that service at the same rate as that prescribed for their police officer position.
