242.06   DESIGNATION AND APPOINTMENT OF SERGEANTS.
   (a)   From the number of full-time Patrolmen authorized to be employed by the Village, the designation and appointment of four such Patrolmen to Sergeant is hereby authorized.
    (b)   No Patrolman shall be eligible for designation and appointment as a Sergeant until he or she has served a total of five years as a full-time Patrolman for the Village. In addition, eligibility for designation as Sergeant shall be determined by promotional exam or from an existing promotional eligibility list and shall be pursuant to the rules and regulations to be promulgated by Council.
   (c)   The designation and appointment of up to four Patrolmen to Sergeant shall be made by the Chief of Police, subject to confirmation by the Mayor and Council. Eligibility for designation and appointment as Sergeant shall be subject to the basic requirement set forth in subsection (b) hereof, and vacancies in the grade of Sergeant shall be filled by appointment by the Chief of Police from those persons determined to be eligible, which appointment shall be subject to confirmation by the Mayor and Council.
   (d)   The assignment of one or more patrol officer(s), Sergeant(s), Lieutenant or Captain to the Detective Bureau shall be made by the Chief of Police as needed from time to time. The Detective Bureau shall be in charge of investigations and overseeing the work of other senior officers during investigations.
   (e)   At no time shall there be less than three full-time police Sergeants serving the Police Department. The Chief of Police shall offer sufficient promotional opportunity to maintain a staffing level of at least three full-time Sergeants. The fourth Sergeant shall serve at the sole discretion of the Chief of Police or the Mayor/Safety Director.
