220.09   DISABILITY; VACANCIES.
   On questions of disability involving Councilmembers, the decision as to the actuality of, the time of and the duration of the disability for purposes of declaring a vacancy shall be determined by a majority vote of the remaining members of Council. If a vacancy is declared by such remaining members, the provisions of Section 220.03(f) shall be applicable. If a vacancy is not declared, the Council shall carry on its duties in the absence of the disabled member until such time as the disability is removed and the absent member returns to service or until such time as a vacancy is declared and filled in the manner provided in Section 220.03(f).
   As used in this section, "disability" means any condition that prevents a Councilmember from attending Council meetings and carrying out the duties of his or her office according to law, be it physical, legal or otherwise.
