(a) Regular Meetings. Regular meetings of Council shall be held in the Village Hall following the Council Caucus which begins at 7:00 p.m. on the third Tuesday of each month. Whenever the date of a regular meeting falls on a legal holiday, such meeting shall automatically be held on the following day after the Council Caucus which begins at 7:00 p.m.
(b) Special Meetings. Council shall hold such special meetings in the Village Hall as may be found necessary. They may be called by the Mayor or any three members of Council upon at least twenty-four hours' written notice of the date and time of such meeting to each member of Council served personally or left at his or her usual place of residence. In addition, the Mayor, Clerk, Solicitor and Treasurer shall be similarly served with notice, but failure to do so shall not invalidate any action taken at such meeting. Any member of Council may expressly waive notice. Whenever a member of Council who has not properly been served with notice is present at such special meeting, the giving of notice shall be deemed waived by such member. Such notice shall state, in addition to the date and time, the purpose of the special meeting, and no other business shall be acted upon at such special meeting.
(c) Meetings Open to Public. All meetings of Council shall be open to the public.
(d) Quorum.
(1) Regular meetings. Four members of Council shall constitute a quorum to do business at a regular meeting, but a lesser number may adjourn from day to day to another date and time. Notice of such adjournment and of the date and time thereof need not be given to each member not in attendance, if the date and time to which the meeting is adjourned are fixed and announced at the meeting adjourned. Any action which might have been taken at the original meeting may be taken at the adjourned meeting. In the absence of a quorum at the time appointed for a meeting, the members present may, by a majority vote, recess and cause the Chief of Police or a Patrolman to procure the attendance of absent members, or adjourn the meeting to another date and time.
(2) Special meetings. Four members of Council shall constitute a quorum to do business at a special meeting. If a quorum is not present, the procedure for calling a special meeting shall be repeated.
(e) Automatic excuse.
(1) Any member of the legislative authority of the Village shall be deemed automatically excused from attendance at a regular Council meeting when such non-attendance occurs as a result of said member attending to official Village business. For purposes of this section, the term "official Village business" shall be defined as attendance at a seminar or meeting of any organization whose business relates to the governing of municipalities in general or in response to any emergency situation the nature of which is such as to require immediate response. Any member of the legislative authority who shall be absent from a meeting hereunder shall file a signed statement with the Fiscal Officer advising of such non-attendance and the reason therefor.
(2) Any member of the legislative authority who is unable to attend a meeting of the legislative authority due to illness and who, subsequent thereto, files with the Fiscal Officer a communication signed by a physician licensed to practice in the State of Ohio requesting that said member be excused from said meeting, shall be deemed automatically excused from regular attendance at said meeting of the legislative authority.
(3) Except as otherwise provided herein, all other laws regarding attendance and the excuse of members of the legislative authority for non-attendance at the meetings of the legislative authority shall remain in full force and effect.
