(A) City-owned equipment and the service of city employees are to be used solely for city authorized work within the corporate limits of the city, except when authorized for use on city-owned water lines outside the corporate limits. City-owned equipment and the services of city employees are not to be used by or for private citizens or for work beyond the corporate limits of the city, except as stated above.
