(A) The city hereby elects to participate in the County Employees Retirement System (CERS) effective November 1, 1988.
(B) Employees hired after November 1, 1988 shall participate in the CERS.
(C) Retirement back service funding by the city will be for present employees only. Past employees, no longer on the city's payroll as of November 1, 1988, will not be funded by the city.

(D) The Mayor shall be enrolled in CERS effective January 1, 1994.
