(A) The City Council may appropriate annually such sum of money as it deems appropriate to be paid into the fund of the retirement system; provided, however, that no such appropriation shall exceed 10% of the current annual salaries of all employees covered by the system. Any appropriation so made shall be for deferred wages.
(B) The account of the retirement system shall be a non-fiscal account, and it is hereby provided that there is no mandatory requirement upon the part of the city to make any contribution whatsoever for the benefit of the system.
