§ 151.12 APPEAL FROM DENIAL OF PERMIT OR LICENSE.
   Any person affected by the refusal of the city to issue a permit or license under the provisions of this chapter or by any notice which has been issued in connection with enforcement of any provision of this chapter by city official may request and shall be granted a hearing on the matter before the City Council, provided that such person shall file within ten calendar days after the day the notice was served, in the office of the City Clerk, a written petition requesting such hearing and setting forth a brief statement of the grounds thereof. Upon receipt of such petition, the City Clerk shall set a time and place for such hearing before the City Council and shall give the petitioner written notice of the hearing. At such hearing, the petitioner shall be given an opportunity to be heard and to show why such denial or notice should be modified or withdrawn.
