(A) This chapter is declared to be the policy of the city to eliminate and prevent health and safety hazards and to promote the economical and orderly development and operating of manufactured home lots, manufactured home parks, and recreational vehicle (RV) parks and by providing for the standards and regulations necessary to accomplish these purposes.
(B) It is also the purpose of this chapter to regulate manufactured homes in parks and on individually owned lots in order to provide safe and sanitary living conditions for the manufactured home occupants and for the surrounding land uses. The regulations set forth in this chapter are designed to provide stable neighborhoods of compatible land uses which are environmentally healthy and aesthetically pleasing places to live.
