(A) No person shall erect, enlarge, construct, relocate, substantially improve, place, alter, move, or demolish any building, structure, mobile or modular home, or other construction without first obtaining a separate building permit for each such building or structure from the Building Official.
(B) No human-made change to improved or unimproved real estate, including, but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, excavation, or drilling operations, shall be initiated until a separate building permit has been obtained for each such operation
from the Building Official.
(C) No mobile or modular home shall be placed on improved or unimproved real estate without first obtaining a separate building permit for each mobile home from the Building Official.
(D) Ordinary repairs and maintenance of buildings and/or structures that maintain the property in the original state, may be made without obtaining a building permit unless the work is performed by a contractor. Contractors are required to obtain a building permit for each project. Any and all capital improvements that increase the value of the property will require a building permit.
