There shall be a Department of Law, the head of which is the City Attorney, appointed by the City Council for an indefinite term, and removable by the Council. The City Attorney is an officer of the city, and has supervision and control of the Department of Law. The City Attorney is the chief legal adviser of the Council and all other officers, departments, and agencies of the city government in matters relating to their official powers and duties. He or she represents the city in proceedings in the courts, and performs all services incident to his or her position which may be required by law or ordinance.
