It shall be unlawful for any person, persons, or other business entity to operate as a commercial medical marijuana dispensary, commercial medical marijuana grower, commercial medical marijuana manufacturer, or commercial medical marijuana processor within the corporate limits of the city without first having obtained a permit therefor as provided herein. The fees for the permits required hereunder shall be established by ordinance of the City Council.
