§ 113.01 REGISTRATION.
   (A)   It is unlawful for any itinerant person or merchant to engage in any activity listed below without first registering with the City Clerk and paying a registration fee as follows:
      (1)   For each itinerant person selling or taking orders for goods, wares, patent medicines, magazines, fruits, vegetables, or other things of any kinds, $5 per day or $50 per year; provided that this shall not apply to farmers selling anything grown in the county or withing a radius of 20 miles of the city;
      (2)   For each itinerant person peddling or selling from a stand, car, vehicle, basket, or similar thing, any drinks, ice cream or other frozen foods of any kind, hot tamales, hamburgers, sandwiches, fruits, or any other kind of food prepared or ready for human consumption, $5 per day or $50 per year; and
      (3)   For each itinerant person, $5 per day or $50 per year renewable each January.
   (B)   For the purpose of this section, the following definitions apply unless the context clearly indicates or requires a different meaning.
      ITINERANT. Having no regular place of doing business or soliciting in the city includes, but is not limited to, making regular delivery or providing goods over an established route through the city.
      MERCHANT. Any institution, business, corporation, company, partnership, or individual having a regular place of doing business in the city.
