(A) Special meetings of the City Council may be called by the Mayor or two Council members. The call for such a meeting shall be in writing, stating the object and purpose of the meeting and the time of holding the same, and shall be served personally upon each member of the Council.
(B) If all members of the Council are present at any special meeting and waive the service of such notice, the minutes shall show such fact, and any and all business coming before the Council may be transacted. When a special meeting is had upon written call, no business can be transacted except such as may be stated in the call.
