No owner or occupant of any lot or parcel of land in the city shall allow or permit any tree, shrub, or plant, or any fence, wall, sign, or billboard, building, or other object to grow or to be built or moved upon the street or alley right-of-way abutting such lot or parcel of ground when the same shall constitute a traffic hazard by obstructing the view of any vehicle on any street of the city.
