§ 93.053 PUBLIC HEARING.
   (A)   A public hearing shall be conducted prior to the removal by the city of any abandoned or junked personal property, or after removal in the cases where removal was done by reason of emergency or immediate danger.
   (B)   Such hearing shall be conducted before the City Manager, where the owner or occupant, registered owner, or lien holder shall appear and show cause why the abandoned or junked personal property should not be removed.
   (C)   In cases where such property was removed prior to notice by reason of an emergency or immediate danger, such owner or occupant, registered owner, or lien holder shall show cause why the removed property should be returned.
   (D)   The decision of the City Manager may be appealed to the City Council at its next regular meeting or at a special meeting called for such purpose.
   (E)   The decision of the City Council shall be final.
