§ 93.030 DETERMINATION OF ASSESSMENTS OF COSTS.
   (A)   (1)   Effective October 1, 2019, amounts charged by the city for mowing, clean-up, removal of trash, waste, or abatement procedures, will be charged using actual labor, equipment, material, transportation, and administrative expense.
      (2)   Equipment charges will be calculated using FEMA’s Schedule of Equipment Rates in effect at the time services are performed. Labor charges will be calculated per individuals current wage and benefits rate. Materials will be billed at actual cost to the city.
      (3)   Administrative expense will be billed as line items for actual costs of postage, copies, inspections, travel, photos, and any other expense incurred by the city to abate the nuisance.
   (B)   Upon the completion of the work ordered to be performed under § 93.029, the City Manager shall report the cost thereof to the City Council.
      (1)   Such report shall be itemized as to each tract of property involved.
      (2)   The City Clerk shall forward a statement and demand payment of the total cost by mail, documented with a certificate of mailing, to the owner of the property at the address shown by the current tax rolls in the office of the Treasurer of the county in which the property lies.
