§ 90.20 CONFINEMENT OF CERTAIN DOGS AND OTHER ANIMALS.
   (A)   The owner shall confine within a building or secure enclosure every fierce, dangerous, or vicious dog or other animal, and not take such dog or other animal out of such building or secure enclosure unless such animal is securely muzzled.
   (B)   No undomesticated wild animals shall be kept within the city limits; provided, however, that wild animals may be kept for exhibition purposes by a circus, zoos, and by educational institutions, and medical institutions in accordance with such regulations as shall be established by the City Council by resolution or motion.
   (C)   Any animal described in divisions (A) and (B) above found at large shall be impounded by the city and shall not be redeemed by the owners until such redemption is authorized by a court having jurisdiction and, after a hearing by the City Council upon reasonable notice to the owner or owners, any fierce, dangerous, or vicious dog or other animal may be destroyed.
   (D)   Every female dog or cat in season (heat) shall be kept confined in such a manner that such female dog or cat cannot come in contact with other animals, except for controlled breeding purposes.
   (E)   When in the judgment of the animal warden an animal should be destroyed for humane reasons, such animal may not be redeemed.
   (F)   Female animals picked up by the animal warden which are in season (heat) shall be kept separate from all other animals (male) at all times.
   (G)   All dogs, cats, and other small animals kept as house pets within the city limits shall be housed, fed, and protected from the weather in such a manner as not to create a nuisance.
   (H)   Any person who shall willfully or maliciously beat, injure, maim, or mutilate any animal whether belonging to himself or herself or another, or fail to provide an animal of necessary food, drink, or shelter shall be guilty of an offense.
