§ 90.16 VACCINATION; TAGS; COLLAR.
   (A)   No person shall own, keep, or harbor any dog or cat within the city limits unless such dog or cat is vaccinated as herein provided. All dogs and cats must be vaccinated each year, not later than May 1, and must bear a current tag showing such vaccination.
   (B)   It is unlawful for any person to remove any vaccination tag from the collar of any dog or cat, without the owner’s consent, except where it is necessary for a police officer to examine such tag.
   (C)   Every owner is required to see that the tag is securely fastened to the choke chain, collar, or harness of the dog or cat and must be worn by the dog or cat at all times.
   (D)   No person shall use a vaccination receipt for any dog or cat other than the animal for which the receipt was originally issued.
   (E)   Any personnel authorized by the city or animal warden may check any residence at any time and demand proof of rabies shots on any animal or animals kept by the people living at that residence. Any owner not possessing a current vaccination receipt on an animal over four months of age shall be guilty of an offense.
