§ 90.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning. All other words or phrases used herein shall be defined and interpreted according to their common usage. Words in the present tense shall include the future tense.
   ANIMAL BOARDING FACILITY. A facility providing for grooming, veterinary, or boarding services for dogs and cats on a temporary basis, which is totally enclosed and designed and constructed for such purposes.
   ANIMAL SHELTER. Any premises designated by action of the City Council for the purposes of impounding and caring for animals.
   ANIMAL WARDEN. The person or persons employed by the city as its enforcement officers.
   AT LARGE. Any animal shall be AT LARGE when it is off the property of its owner and not under the control of a competent person.
   CITY HEALTH OFFICER. The Director of the County-City Health Department, or his or her authorized agent.
   DOMESTIC BIRDS. Canaries, parrots, parakeets, mynah birds, peacocks, birds of paradise, or other birds tamed to the household or pertaining thereto.
   EXPOSED TO RABIES. Any animal that has been bitten by or exposed to any other animal known to have been infected with rabies.
   FOWL. Chickens, guineas, geese, ducks, and pigeons.
   KENNEL. Any person, group of persons, or corporations keeping on any premises any combination of four or more dogs and cats more than four months of age.
   LIMITATION. Three cats and three dogs.
   NUISANCE. As is ascribed to it by the ordinances of the city or the statutes of the state.
   OWNER or KEEPER. Any person, group of persons, or corporation owning, keeping, or harboring an animal or animals or fowl or birds.
   RAT-PROOF. Being constructed so as to effectively preclude the entry of rats.
   RESTRAINT. An animal is controlled by leash or tether beside a competent person and obedient to that person’s command, or within any vehicle, trailer, or other conveyance being pulled, driven, or parked on the street or confined within the property limits of its owner or keeper.
   SANITARY. Any condition of good odor and cleanliness, which precludes the probability of disease transmission and which preserves the health.
   SPAYED FEMALE. Any female dog or cat that has been operated on to prevent conception.
