(A) Golf carts and utility vehicles may only be operated on streets within the city in accordance with the following rules and regulations.
(1) Any person who operates a golf cart and utility vehicle in the city takes full responsibility for all liability associated with operating the golf cart or utility vehicle.
(2) Any person who operates a golf cart or utility vehicle must be at least 16 years of age and possess a valid driver’s license to operate a motor vehicle issued by the state or any other state.
(3) Any person who operates a golf cart or utility vehicle must possess proof of liability insurance, meeting state statutes requirements.
(4) Golf carts and utility vehicles may be driven on streets only from sunrise to sunset.
(5) Golf carts or utility vehicles may not be operated when visibility is impaired by weather, smoke, fog, or other conditions or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet.
(6) Golf carts or utility vehicles may not be operated on sidewalks or city parks other than parking areas.
(7) Golf carts or utility vehicles may be operated on city streets which have a posted speed limit of 25 mph or less, but golf carts and utility vehicles may never exceed 20 mph.
(8) The operator of the golf carts and utility vehicles shall comply with all traffic rules and regulations adopted by the state and the city which governs the operation of motor vehicles.
(9) Golf carts or utility vehicles may not be operated on the following streets. These streets may only be crossed at a proper intersection:
(a) Seventh Street (State Highway 5); and
(b) Missouri Street (State Highway 5 and 53).
(B) Golf carts and utility vehicles must be equipped as follows:
(1) Horn;
(2) Brakes and brake lights;
(3) Turn signals;
(4) A steering wheel apparatus;
(5) Seat belt/belts;
(6) Tires;
(7) Full windshield;
(8) Full roof;
(9) Rearview mirror;
(10) Headlight that emits a white light visible from a distance of 500 feet to the front which must illuminate when in operation or a roof-mounted white low density strobe light;
(11) Tail lamp that emits a red light visible from at least 100 feet from the rear which must be illuminated when in operation;
(12) The permit number, at least three inches high, shall be affixed to the right upper corner of the front windshield of the vehicle; and
(13) Current state vehicle license plate.
(C) Any person who operates a golf cart utility vehicle on the streets in the city must adhere to all applicable state laws concerning the possession and use of alcoholic beverages, and all other illegal drugs, as well as all other state traffic laws.
(D) Golf cart or utility vehicle drivers must yield the right-of-way to overtaking vehicles at all times.
(E) The maximum occupancy of golf carts or utility vehicles traveling on city streets will be one person per bucket seat or two people per bench seat.
(F) Children must be properly seated, with seatbelts for children under six years of age, while the golf cart or utility vehicle is in motion, and may not be transported in a negligent manner.
(G) Golf carts or utility vehicles are only allowed to park in physically disabled parking spaces if the driver or at least one passenger has a valid physically disabled parking sticker.
(H) No unsafe modifications may be made to the vehicle’s suspension or no speed modifications permitted to engine or motor.
