Section 34 Primary election: time, when not held, who nominated or elected.
   A primary election shall be held on the second Tuesday in February of each year to nominate candidates for council member(s); provided that, if only one person is a candidate for a particular office, he or she shall be not only nominated, but also elected, ipso facto; and no primary or general election shall be held for that particular office. The primary election shall be established by resolution of the Council in accordance with state and federal laws and regulations.
   In a primary election, the two (2) candidates for a particular office receiving the greatest number of votes shall be nominated for that office. If one of the candidates for a particular office receives a majority of all votes cast for all candidates for that office, he or she alone shall be not only nominated, but also elected, ipso facto; and no general election shall be held for that office.
   If one of the two (2) candidates nominated in a primary election dies or withdraws before the general election, the remaining candidate for that office shall be elected council member ipso facto; and no general election shall be held for that office.
