In 1996, the electors shall elect a council member at large for a three year term, a council member for Ward Three to serve an initial term of one year, and a council member for Ward Four to serve an initial term of two years. In 1997, the electors shall elect council members to represent Wards One and Three for three year terms. In 1998, the electors shall elect council members to represent Wards Two and Four for three year terms. Thereafter, every year, one council member shall be elected for a three year term to succeed each council member whose term is expiring. Only electors who reside within a ward shall be eligible to vote on the representative for that Ward. All electors within the City shall be eligible to vote for the council member at large. Both the primary and general election shall be nonpartisan and no party designation or emblem shall be placed on the ballots.
