§ 42.21 BOATING REGULATIONS.
   (A)   No one may operate a boat upon Lake Wackena or Spring Lake unless a sticker issued by the Lake Committee is affixed to the boat. The term “boat” includes any device that floats on the waters of Lake Wackena or Spring Lake.
   (B)   Boat stickers shall be issued by the Lake Committee as follows:
      (1)   All boat stickers shall be issued for a period of one year beginning January 1 of each year.
      (2)   A boat sticker issued under this division shall be placed only on a boat owned by a resident, non-resident property owner or Walnut Creek Country Club member.
      (3)   Fees for boat stickers shall be established by the Village Council.
   (C)   All boats shall be launched and loaded from designated and marked launch areas only. Property owners may launch or load their boats from their own property.
   (D)   Boats on Spring Lake shall not have a motor of greater capacity than 10 H.P. and shall not be operated at a speed greater than 5 miles per hour.
   (E)   No boat shall be operated on Lake Wackena at a speed greater than 40 miles per hour.
   (F)   The number of boat stickers that may be issued to residents, non-resident property owners and members of the Walnut Creek Country Club is as follows:
      (1)   Residents of the Village of Walnut Creek: a maximum of 10 boat stickers for each lot owned.
      (2)   Non-resident property owners of the Village of Walnut Creek: a maximum of 4 boat stickers for each lot owned. If a lot is owned by more than one non-resident property owner, boat stickers shall be issued on a first-come, first-served basis.
      (3)   Members of the Walnut Creek Country Club who are not residents or property owners: a maximum of 2 boat stickers per membership.
   (G)   No one may use a boat as a dock for the purpose of docking or mooring another boat except in case of an emergency.
