(A) Spring Lake and Lake Wackena shall be maintained and operated for the sole use of:
(1) Residents of the Village of Walnut Creek and their immediate families;
(2) Non-resident property owners of the Village of Walnut Creek and their immediate family members; and
(3) Members of the Walnut Creek Country Club and their dependent family members.
(B) No one shall be authorized to use Lake Wackena or Spring Lake unless accompanied by a person authorized to use such lakes pursuant to division (A) above.
(C) Fishing shall be governed by § 42.22 rather than this section.
