(A) The County shall impose a monthly 911 charge upon each exchange access facility subscribed to by telephone subscribers whose exchange access lines are in the area served or which would be served by the 911 service. The 911 charge shall be uniform and may not vary according to the type of exchange access facility used.
(B) Monthly charges shall became effective with the service bills which are mailed after June 1, 1990.
(C) Monthly charges pending the payment of the installation and completion of payment of installation shall be $.50 per month and the monthly 911 charge upon each exchange access facility after the start- up costs have been collected shall be determined by the Wayne County Commissioners and made part of the budget ordinance on a yearly basis.
(D) In the event that monies are collected pursuant to this § 32.04 and not spent for this system, the monies shall be repaid to the service supplier to be credited to the account of the telephone subscriber under the rules and regulations of the North Carolina Utilities Commission. In the event that it is impossible to refund those funds collected to subscribers, the money shall be spent and accounted for as otherwise provided by law.
