§ 94.82 ZONING PERMIT.
   (A)   (1)   No building, sign or other structure shall be erected, moved, added to, or structurally altered, and not excavation of more than 25 cubic yards or addition of more than 25 cubic yards of dirt, fill, soil, earth or other material shall be undertaken until a zoning permit shall have been issued by the Zoning Enforcement Officer. No zoning permit shall be issued except in conformity with the provisions of this chapter except after written order from the Board of Adjustment.
      (2)   No zoning permit shall be issued for site or building construction in the C-1 Commercial District until plans have been finally approved by the Village Council in accordance with the provisions of this chapter. In accordance with this section, no building, sign or other structure shall be erected, moved, added to, or structurally altered, and no excavation of more than 25 cubic yards or addition of more than 25 cubic yards of dirt, fill, soil, earth or other material shall be undertaken in the C-1 Commercial District until a zoning permit shall have been issued by the Zoning Enforcement Officer.
   (B)   All applications for a zoning permit shall be accompanied by two sets of plans showing the dimensions and shape of the parcel to be built upon; the exact sizes, uses and locations on the parcel of buildings already existing, if any, and the location and dimensions of the proposed building or alterations. The application shall include such other information as may be necessary to determine conformance with and provide for the enforcement of this chapter including the following:
      (1)   Site plan, drawn to scale showing accurate dimensions of the lot and the location of the proposed dwelling unit and major modifications on the lot.
      (2)   An elevation plan of the dwelling unit and major modifications including the design, the color, construction materials and such other information as may be necessary to provide for the enforcement of this chapter, including the height, dimensions, color, location and materials to be used for construction.
   (C)   Zoning permit applications shall pay the fee listed in the current village fee schedule.
   (D)   No zoning permit shall be issued for a building or other structure to be erected on any lot in a subdivision approved subsequent to the effective date of this section or for a residential living unit to be erected on a lot in a planned unit development approved subsequent to the effective date of this ordinance until the applicant for the zoning permit has paid to the village the sum of $2,000 as a contribution to the Capital Improvement Fund - Water and Sewer.
   (E)   Property owner must obtain ail applicable state and federal permits for construction of a dwelling unit before making application for a zoning permit and shall submit proof of such state and federal permits at the time of making application for a zoning permit.
