Whenever evidence shall be presented in any court of the fact that an automobile, truck, or other vehicle was found in the above described areas contrary to and in violation of the provisions of this chapter, it shall be prima facie evidence that such vehicle was parked and left in such area by the person, firm or corporation in whose name the vehicle is then registered and licensed according to the records of the Department of Motor Vehicles of North Carolina or any other state.
