It shall be unlawful for any person to operate any vehicle on the streets of the village at a rate of speed in excess of 30 miles per hour; provided, however, this provision shall not apply to those streets which are a part of the state highway system and are maintained by the state, nor to streets or portions of streets where a different speed limit is prescribed.
