In order to ensure that the placement, construction and modification of wireless telecommunications facilities protects the town’s health, safety, public welfare, environmental features, the nature and character of the community and neighborhood and other aspects of the quality of life specifically listed elsewhere in this section, the town hereby adopts an overall procedure with respect to the review, approval and issuance of permits for wireless telecommunications facilities for the express purpose of achieving the following outcomes:
(A) Requiring a special use permit for any new, co-location or modification of a wireless telecommunications facility as required or otherwise specified in this section;
(B) Implementing an application process for person(s) seeking approval of wireless telecommunications facilities;
(C) Establishing a procedure for examining an application and issuing a special use permit and/or building permit for wireless telecommunications facilities that is both fair and consistent:
(D) Promoting, and requiring wherever possible, the sharing and/or co-location of wireless telecommunications facilities among service providers;
(E) Requiring, promoting and encouraging, wherever possible, the placement, height and quantity of wireless telecommunications facilities in such a manner as to minimize the physical and visual impact on the community, including but not limited to the use of stealth technology; and
(F) In approving a wireless telecommunications facility, the town shall find that the facility shall be the most appropriate site in regards to being the least visually intrusive among those available in the town given the facts and circumstances.
