It is the intent of the town to allow a diverse mix of housing opportunities for its citizens while protecting the health, safety and welfare of its citizens and the property values of existing residential areas. No two-family or multi-family structure shall be constructed nor shall the exterior of any such structure be substantially modified from and after the effective date of this section except that said modification be in conformance with the provisions stated herein. For the purposes of this subchapter,
SUBSTANTIAL MODIFICATION shall be defined as any work which involves the alteration of the building’s footprint or construction of additional stories.
