The town may collect limbs and shrubs from residential properties provided that they are placed at the edge of the property within the town’s right-of-way. Limbs and shrubs should be cut to lengths no greater than five feet. Brush pickup shall be provided on an as-needed basis, and at the earliest convenience of the Public Works Department. The Town Manager shall be authorized to promulgate rules and regulations with respect to limb and shrub collection, including suspension of such services in the event of extreme conditions or emergencies. Such rules and regulations shall be intended to protect the public health, safety and welfare, to promote good sanitation and cleanliness, and to protect the environment and shall be enforceable as if fully set forth.
