(A) There shall be provided at the time of erection of any building, or at the time any principal building is enlarged or increased in capacity by adding dwelling units, guest rooms, seats or floor area, or before conversion from one type of use of occupancy to another, permanent off-street parking space in the amount specified in this subchapter; provided such building is not in the Highway Commercial District.
(B) Such parking space may be provided in a parking garage or properly graded open space and shall be included in all site plans submitted to the Planning Board.
(C) No public street right-of-way shall be used in determining or providing required off-street parking.
