Bulk trash containers are permitted in all districts under the following conditions:
(A) Outside of residential districts, and when located on private property, hours of operation shall conform to the respective businesses’ hours;
(B) Outside of residential districts, and when located on public property, hours of operation shall conform to daylight hours;
(C) Outside of residential districts, and whether located on public or private property, the container(s) shall be adequately screened and provided with adequate means to ensure compliance with hours of operation; and
(D) Within a residential district and when located on private property, 24-hour operation is permitted.
