§ 50.21  CUSTOMER TERMINATION OF SERVICES.
   When a customer voluntarily wishes to end his or her public utilities with the town, the customer shall contact the town and give the date on which he or she requests the services to end and submit a forwarding address for the final bill. Without a forwarding address, the town will be unable to mail any balance due to the customer and therefore, any balance will remain with the town.

§ 50.22  ADJUSTMENT.
   (A)   If, subject to the procedures of division (F) below, a customer receives a bill for abnormal water consumption, which results from, but is not limited to, the following conditions, an adjustment can be made in the customer’s bill. Valid conditions for issuing an adjustment include unknown leaks, hanging commodes, a defective plumbing fixture, defective meter or burst pipe. The customer will be required to present verification of the problem such as a plumber’s receipt or a receipt for a purchase of materials to repair the problem.
   (B)   If the cause is a broken pipe or leak whereby the wasted water is not returned to the sanitary sewer system, the bill, as adjusted, shall be calculated by:
      (1)   Determining the average water and sewer charge for the previous six months;
      (2)   Rebate 50% of the abnormal water charge, which is determined by the difference in the average bill for a six-month period and the excessive bill; and
      (3)   Rebate 100% of the abnormal water charge, which is determined in the same manner. The adjusted bill will result in the customer paying an average water and sewer charge in addition to 50% of the excessive water charge.
   (C)   If the cause is a defect in a plumbing fixture, such as a hanging commode, whereby the wasted water is returned to the sanitary sewer system, the bill, as adjusted, shall be calculated by:
      (1)   Determine the average water and sewer charge for the previous six months; and
      (2)   Rebate 50% of the abnormal water and sewer charge, which is determined by the difference in the average bill for six months and the excessive bill. The adjusted bill will result in the customer paying an average water and sewer charge in addition to 50% of the abnormal water and sewer charge.
   (D)   If the cause is of an undetermined origin, and it does not appear upon investigation that the occupants of the premises served were in any way at fault for the excessive water bill, the adjusted bill shall be calculated the same as in division (C) above.
   (E)   No reduction in a water bill shall be made for frozen pipes unless notice is given at the town hall and the water is ordered to be cut off.
   (F)   No adjustment shall be made for a period in excess of three billing periods and not more than one adjustment for an excessive utility bill at the same location within a period of one year.

§ 50.23  OPENING OF FIRE HYDRANTS FOR PRIVATE USE, EXCEPTIONS, PROCEDURE.
   (A)   Fire hydrant use.
      (1)   It shall be a policy of the town to deny permission to use public fire hydrants for construction purposes or any other purposes other than use by the Fire Department, Public Works or Public Utilities Department or public safety officials. Realizing, however, that construction and other uses have need of high volumes of water, the town will grant permission for use of a designated fire hydrant when it is determined that:
         (a)   There is not a problem meeting the town’s need for water;
         (b)   When the user has demonstrated that its truck/tanker has a backflow prevention device that meets the town’s requirements or a way to receive the water that would physically prevent backflow; and
         (c)   The user has demonstrated that there is not another high volume source available.
      (2)   In order to receive permission to obtain water, the user will be required to:
         (a)   Make application for the permit at least three days prior to usage. Such application can be obtained from the Town Manager or Public Works Director;
         (b)   State the number of days he or she will be using the hydrant, the capacity of his or her truck/tanker, the estimated amount needed and how he or she will ensure backflow prevention; and
         (c)   Make payment for use of hydrant at the rate of $25 per day for each day used. He or she will also be billed for actual usage at a rate to be determined by the Board.
   (B)   Town shall furnish proof of approval. When more than one truck/tanker per user will be hauling, the town will furnish each vehicle with a copy of the permit.
   (C)   Town to assign employee. The town will assign an employee to this hydrant during the withdrawal process in order to ensure that the connection is performed in a proper manner. Use of the hydrant will only be permitted between 8:30 a.m. until 3:00 p.m., Monday through Friday. Special arrangements will need to be made for times other than those mentioned, as well as an additional $25 to cover additional employee costs.

§ 50.24  ROLLED CHANGE POLICY.
   (A)   The town shall not accept payment for water, sewer or garbage in large quantities of change, unless it is rolled, dated, initialed by the customer and labeled with the customer’s phone number.
   (B)   Employees of the town shall have the authority to reject payments for any service made with large quantities of change that are not thusly prepared.
