When a customer voluntarily wishes to end his or her public utilities with the town, the customer shall contact the town and give the date on which he or she requests the services to end and submit a forwarding address for the final bill. Without a forwarding address, the town will be unable to mail any balance due to the customer and therefore, any balance will remain with the town.
