§ 155.101  STREET LAYOUT GUIDELINES.
   (A)   Street names. The name of a street shall not duplicate nor closely approximate the name of an existing street within the town’s jurisdiction.
   (B)   Coordination and continuation of roads. The proposed road layout within a subdivision shall be coordinated with the existing road system of the surrounding area and, where possible, existing principle roads shall be extended.
   (C)   Collector and local streets. Collector and local streets shall be so laid out that their use by through traffic will be discouraged. Streets shall be designed or walkways dedicated to assure convenient access to parks, playgrounds, schools and other places of public assembly.
   (D)   Marginal access streets. Where a tract of land to be subdivided adjoins an arterial roadway, the subdivider may be required to provide a marginal access street parallel to the arterial roadway or reverse frontage on a minor street for the lots to be developed adjacent to the roadway. Where reverse frontage is established, private driveways shall be prevented from having direct access to the arterial roadway.
   (E)   Access to the proposed subdivision. Every subdivision shall have permanent access to a state-system road. Where it is necessary to cross the lands of private property owners in order to provide access, the subdivider shall provide documentation satisfactory to the Planning Board that he or she has obtained from the property owners a permanent right-of-way from the state-system road to his or her subdivision. The right-of-way shall be of sufficient width that it could be developed as a state-system street. Full disclosure concerning the rights-of-way shall be made on the final plat prior to recording at the Register of Deeds office.
   (F)   Access to adjacent properties. Where, in the opinion of the Planning Board, it is necessary to provide for road access to an adjoining property, proposed roads shall be extended by dedication to the boundary of such property and a temporary turnaround shall be provided.
   (G)   Intersections.
      (1)   Streets shall be laid out so as to intersect as nearly as possible at right angles, and no street shall intersect any other street at an angle less than 60 degrees.
      (2)   Property lines at street intersections shall be round with a minimum radius of 20 feet. At an angle of intersection of less than 75 degrees, a greater radius may be required. Where a street intersects a highway, the design standards of the State Department of Transportation, Division of Highways, shall be followed.
      (3)   Offset intersections are to be avoided unless the Planning Board grants exception. Intersections which cannot be aligned should be separated by a minimum length of 200 feet between survey centerlines.
      (4)   Intersections with major or minor thoroughfares shall be at least 1,000 feet apart measured from centerline to centerline.
   (H)   Cul-de-sacs. Permanent dead-end streets shall not exceed 500 feet in length and shall be provided with a turnaround having a roadway diameter of at least 80 feet and a right-of-way diameter of at least 100 feet. Temporary dead-end streets shall be provided with a roadway diameter of not less than 80 feet.
