If, upon examination of the vehicle for which an application for a permit has been made, it is found by the designated mechanic, to be in proper condition, he or she shall issue and cause to be affixed to the windshield of said vehicle a certificate of inspection of the sticker type and in such form as may be approved by the Board. Such sticker shall be effective for one year upon the expiration of such certificate the owner and operator of such taxicab upon the streets of the town shall present and submit such vehicle for reinspection as provided in § 110.03, and new inspection certificates shall be issued in accordance with the provisions of said section. No taxicab shall be operated on the streets of the town without displaying said certificate of inspection.
