(A) The City Engineer, the Superintendent of the Water Department, or other officer, employee, or agent of the City Water Department shall have the right and authority to enter the premises or building of a customer at any reasonable hour for the purpose of reading, removing, installing, testing, or repairing meters or examining piping.
(B) Such official, employee, or agent shall have the authority to shut the water off from any premises or building for nonpayment of water bills or to enforce repair of service between water main and the meter or to prevent waste of water.
(C) Such officials, employees, or agents shall have the authority to shut off the water from any main or mains for the purpose of repairs or improvements.
